Second Level Hearing
If you have contested a citation and your request to cancel the citation has been denied, it is important that you read the following.
On July 1, 1993, California Assembly bill 408 decriminalized parking violations in the State of California.
The Court no longer hears cases regarding parking citations issued by UC Irvine or by any other enforcement agency;
instead, the appellant may contest the first level review ruling of the Citation Review Officer by appearing before a Hearing Examiner.
The following must be completed in order to appear before the Hearing Examiner:
- Submit a written request for Administrative Hearing stating why you believe that the citation should be waived.
- Pay the original penalty of the parking violation.
The request for second level Administrative Hearing and penalty payment must be received within 21 days of notification of the first level review decision.

Please note that it is important that you bring or submit any and all appropriate and verifiable evidence to the Administrative Hearing to support your claim.
All paperwork that is submitted to UCI Parking and Transportation Services will be presented to the Hearing Examiner at the Administrative Hearing.
If you disagree with the verdict of the Hearing Examiner, you may file a civil case with the local court. You must file your case within 30 days of the Examiner's verdict and pay all fees required by the court.
If the court decides in your favor, any and all penalties, including court fees, will be refunded to you when the campus receives written judgment.
If judgment is in favor of UC Irvine, the action is ended and all penalties are forfeited.
