Citations

Q: I received a citation, what do I do?
A: Within 21 days of citation issuance, you must either pay or appeal the citation. Click here for a guide on citations and the appeal process.

Q: Can I get a free pass on my first citation?
A: Every citation must go through an official review process, regardless if it is your first citation.

Citation Review / Contest a Citation

Q: What is the citation review process?
A: Refer to "Citation Review Process Flowchart [pdf]" on the left menu.

Q: Why do I have to fill out a form? Why can't I just talk to you?
A: We need to keep a physical record of all citations that are reviewed.

Q: I already asked for a citation review this year. Can I request a review for a different citation?
A: Yes, you can submit a review request for every citation received.

Q: I have multiple citations I want to contest online. Can I put it all in one review?
A: No, you may only contest one citation per online submission.

Q: How do I know if my online review went through?
A: When you submit a first level review online, a confirmation will appear on the screen. In addition, a confirmation email will be sent to the address submitted on the form.

Q: Do I have to pay my citation while I'm waiting for a decision on my request?
A: No. The processing of the citation is suspended until a decision has been made. If your request for cancellation is denied, our response will advise you of a new payment due date.

Q: How long does it take to receive the response?
A: It can take up to 15 business days. On average the response time is less than 15 business days.

Q: I missed the 21-day deadline. Can I contest it anyway?
A: No. The California Vehicle Code stipulates a parking citation is no longer eligible for review after the 21-day deadline.

Q: I do not agree with the results of my first review request. What can I do now?
A: You may request a second level hearing.

Citation Second Level Hearing

Q: How do I sign up for a second level hearing?
A: Per the California Vehicle Code, request and payment of the citation must be received on the due date found on the denial letter. Payment and request will be processed and a hearing date will be scheduled.

Q: I missed the deadline to schedule an appointment. Can you schedule me anyway?
A: No. California Vehicle Code stipulates the citation is no longer eligible for a second level hearing after the deadline has passed.

Q: How is the second level hearing different from the first level review?
A: At the second level hearing you will have the opportunity to meet with a third party certified hearing examiner and explain your reasons for contesting.

Q: How long is the hearing? Where will it take place?
A: On average the hearing is 15 minutes long. The hearings take place on the UCI campus.

Q: What happens if my citation is dismissed at the second level since I already paid?
A: The amount you paid will be refunded to you.

Q: What should I do if I want to do a second level review but I can't make it to an appointment in person?
A: You can request a hearing by correspondence. You will be able to submit your reasons for contesting, as well as additional information such as photos, additional evidence, etc.

Q: I made an appointment for a hearing but I have a conflict, or, I forgot that I had a hearing and didn't appear. Can I reschedule?
A: Appointments can be rescheduled up to one week prior to the hearing date. If you do not appear for your appointment, the case will be declared a "Fail to Appear" and all processing will conclude. You may not reschedule.

Q: I can't make it to my hearing; can I send someone else in my place?
A: No. The person who received the citation needs to be the one who appears at the hearing.

Q: When and how do I find out the results of the second review?
A: The results will be mailed to you in the week following your hearing.
